If you're going to fish off the pier I'd suggest fishing at night... less boat activity.

Pillies/Squid/Anything fresh. Just lob your bait out 30-40m. No need for a long cast.

Or the beach at Tenby point after dark for Gummies. Don't stress about water depth. You'll catch them in less than 1m of water.
