IMO you're better off targetting snapper or Mulloway if you want a big fish, rays will come as bycatch.
Never heard of anyone using one for bait, but that doesn't mean it doens't happen.

I've never actually heard of anyone specifically targetting them, usually they are by catch when fishing for something else. I'd guess any of the southern parts of the bay to be honest, as far as I know and have seen they are pretty much everywhere.
