Sputnik, unless you can get stainless helicoils, I’m not sure, but I wouldn’t use regular helicoils, for rust and further binding reasons. Soak some penetrine or wd40 or whatever you have overnight and attack it again fresh tomorrow. Worst case scenario just drill out the stuck ones, can you rotate ...

If you are sure you've located the 2 port light cables at the helm and the neg cable blows the fuse then there's a high chance the problem is either a short in the cable or a short in the lamp fitting.
First I'd open up the lamp and check there.

Depending on how old the boat is, it should have a builders plate (like smile0784 says ) The builders plate on my boat is mounted on the helm and it outlines max HP, number of people or weight and max weight including the engine/outboard.
