Soak some penetrine or wd40 or whatever you have overnight and attack it again fresh tomorrow. Worst case scenario just drill out the stuck ones, can you rotate ...

If you are sure you've located the 2 port light cables at the helm and the neg cable blows the fuse then there's a high chance the problem is either a short in the cable or a short in the lamp fitting.
First I'd open up the lamp and check there.
