You've got nothing to lose by trying. I suggest that you take a few diving lures as well, just in case. You can catch bream year round on diving lures. I wouldn't worry about trying Angelsea right now as the mouth of the estuary is blocked and there's no tides. You might still catch fish, but they will be far less likely to be on the flats. You will find flats at or near the mouths of most natural estuaries. For surface lures, you want the water to be 5 feet deep or less.
