Don't know. They've fined people in the last few weeks. Given the first time he was going off about their supposed investment in the infrastructure (that averaged out to 1/6th of ramp revenue annually) and how the shire won't give up the ramps without a fight its a giant backflip larger than any Set...

As far as I am aware there is not any laws that prohibits a boat operater from being within 100m of a diver down flag, the law reads that the boat operater must travel no faster than 5knt within 100m of any diver down flag. Saw an article on the ABC confirming they had dive bouys and flags. The flags on those floats aren't very big and they can be knocked over by waves so you'd see nothing more than the orange float.
