20 min further Nth you have Kianinny in Tathra. Quite sheltered... Seen 4 meter tinnies head out without issue ... but can be tricky.
That time of the year, NE winds are common and usually restrict off shore from what I have seen over the years.

St Helens in Geelong is $5 and that goes towards the coast guard which is reasonable. Or do like Nude Up suggested go down bellarine more better fishing grounds there anyway. I haven’t launched at St. Helens for a while do they have a machine or is it only when the coastguard is present mostly week...
