From my limited trips to Inverloch all my whiting have come from pensioners corner land based, pipi, squid and small prawn for baits, running sinker rig, incoming tide.

Unless you have a boat catching a gummy down there off the swimming beaches or pier the odd's are stacked against you.
You may have better luck fishing the surf beaches at night for a better chance of a gummy.
Gunnamatta or Portsea surf beaches would be my pick.

My mate had a 4.9 markham whaler twin hull with twin 60hp engines that used to porpoise, he ended up fitting those plastic wings on the cavitation plates of the outboards to stop it...

Trim on the engine controls the boats attitude / angle on the water .. also weight distribution.
